

ULAANBAATAR, Mongolia – The PPP Investment Opportunities Week, organized by the Ministry of Economy and Development and the PPP Center State-Owned Enterprise, continued on 21 April 2026 under the theme “Implementing Public-Private Partnership Projects in the Infrastructure Sector.” The event brought together representatives from government agencies, the private sector, and industry organizations to exchange views on infrastructure development opportunities through public-private partnerships (PPPs).
Opening the session, Mr. I. Batkhuu, State Secretary of the Ministry of Economy and Development, emphasized that the Government of Mongolia’s economic policy is focused on working in partnership with the private sector to address the country’s development challenges and advance major investment projects. He noted that PPPs represent a key mechanism for advancing the Government’s policy priorities, including economic reform initiatives, legal and regulatory reforms, anti-corruption measures, and the promotion of green financing.

During the event, the Ministry of Economy and Development and the Mongolian Information Technology Association signed a Memorandum of Understanding to strengthen cooperation.
Road and Transport Sector
Mr. L. Bayanzul, Director of the Policy and Planning Department at the Ministry of Road and Transport Development, presented a range of transport sector projects planned for implementation through concession and PPP arrangements.
The proposed road projects include:
Tavantolgoi–Gashuunsukhait 250 km Road Project;
Tavantolgoi–Tsagaandel Uul 270 km Road Project;
Choir–Zamiin-Uud 435.6 km Dedicated Road Project;
Expansion of the Darkhan–Altanbulag 113 km Road into a Four-Lane Highway;
Ulaanbaatar–New Kharkhorum 362 km Road Project; and
Nalaikh–Zamiin-Uud 628 km Road Project.
The presentation also highlighted cross-border railway projects, including the Ereentsav–Choibalsan–Bichigt Corridor and the Artssuuri–Nariinsukhait–Shiveekhuren Corridor, as well as plans to expand regional airports through PPP mechanisms. According to the Ministry, these projects are expected to improve export connectivity, strengthen transit transport competitiveness, and enhance Mongolia’s role within regional and international transport corridors.

Energy Sector
Representatives of the Energy Council under the Mongolian National Chamber of Commerce and Industry (MNCCI) delivered a presentation on “Projects in the Energy Sector: Lessons Learned and Solutions.” Discussions focused on international experience in PPP implementation in the energy sector, policy and regulatory stability, transparent procurement processes, long-term financing mechanisms, and challenges related to tariffs, contractual arrangements, and project financing.

Participants noted that annual global investment in energy-sector PPP projects is estimated at between USD 200 billion and USD 300 billion, accounting for approximately one-third of all PPP investments worldwide. It was also highlighted that demand for new electricity generation capacity in Mongolia continues to increase, with applications for technical connection conditions exceeding 3,000 MW.

Mr. A. Byambadorj, Director of CHP-5 SOE, presented the Combined Heat and Power Plant No. 5 (CHP-5) project, which is being developed through a PPP model. The project has a planned capacity of 300 MW and a total investment value of approximately USD 658.6 million. Under the proposed structure, the public partner will finance 20 percent of the project cost, while the private partner will provide the remaining 80 percent. The project will be implemented under a DBFOMT (Design-Build-Finance-Operate-Maintain-Transfer) model with a concession period of 27.5 years.
Once operational, the plant is expected to supply heat and electricity to several districts and residential areas of Ulaanbaatar while reducing pressure on the central energy system. Construction is expected to take approximately 2.5 years, with the first generating unit scheduled to commence operations in 2028.

The event also featured presentations on the Murun–Uliastai 261.8 km Road Project by Mr. L. Khuderbaatar, Chief Executive Officer of KNA Road LLC, and the SmartCar Project by Mr. D. Uyanbat, Project Director of Astishin LLC.
The program will continue on 22 April 2026 with information and advisory sessions for private sector entities interested in developing and implementing PPP projects.
