On March 23, 2026, Mr. S.Davaasuren, State Secretary of the Ministry of Economy and Development, met with Mr. Ichiro Okumura, Team Leader of the Japan International Cooperation Agency (JICA) project titled “Strengthening Public-Private Partnership Management Capacity for Sound Fiscal Management.”
During the meeting, the parties exchanged views on the progress, achievements, and future implementation of the four-year project, which runs from February 2025 through January 2029. The project aims to institutionalize the Public-Private Partnership (PPP) framework in Mongolia, enhance the policy and regulatory environment, and strengthen the capacity of key stakeholders involved in PPP development and implementation.
The project plays an important role in establishing a robust PPP governance framework, improving the policy and legal environment, and enhancing institutional capacity across government agencies. Since its launch, six training programs and thirteen discussion sessions have been organized under the project, benefiting approximately 200 public officials. These initiatives have made a significant contribution to enhancing public-sector knowledge and technical capacity in the field of PPPs.
The meeting also highlighted the need to further strengthen the capacity of both central and local government institutions in line with the recent amendments to the Law on Public-Private Partnerships. Participants noted that the revised legal framework is expected to create greater opportunities for the implementation of PPP projects at the provincial and local levels. In this regard, both sides agreed on the importance of providing continued policy guidance and methodological support through the Ministry of Economy and Development and other beneficiary institutions.
The project is expected to play an important role in strengthening Mongolia’s PPP framework, facilitating the effective implementation of major development projects, and supporting the country’s long-term sustainable economic growth.
