INTRODUCTION
The Law on Public-Private Partnership was adopted on December 7, 2022, and came into effect on December 31, 2023. The Public-Private Partnership Center, a state-owned enterprise, was established on October 18, 2024, and is now actively operating.

MAIN RESPONSIBILITIES
12.2.1
To ensure the implementation of partnership-related legislation and support the development and execution of effective and sustainable partnerships between the public and private sectors.
12.2.2
To conduct feasibility studies on whether proposed projects can be implemented through partnerships, and to provide technical and methodological assistance to partnering parties.
12.2.3
To collaboratively develop preliminary assessments, full analyses, preliminary and detailed feasibility studies, and risk assessments and evaluations for partnership projects, together with public partners, professional consultants, and project teams.
12.2.4
To present the results of the studies and analyses specified in Article 12.2.3 of the law to the relevant sectoral and partnership-authorized central administrative bodies, and to provide them with the necessary information for evaluating the project and determining its suitability for implementation through partnership.
12.2.5
To identify partnership project opportunities, assess private sector participation, capacity, and interest, and develop presentations for investors and other stakeholders.
12.2.6
To engage professional experts and consultants for conducting research, analysis, and evaluations, and to enter into contracts for their services.
12.2.7
To conduct the necessary analyses for privately-initiated projects using funding from the proposing private entity, and to present the results to the relevant sectoral and partnership-authorized central administrative bodies.
12.2.8
To collaborate with the central government body responsible for finance and budgeting, and provide professional support in assessing the budgetary impact of projects implemented through partnerships.
12.2.9
To allocate funding sources to the Partnership Project Development Fund in accordance with the procedures specified in Article 49.3 of this law.
12.2.10
To report on the financial and risk monitoring of project implementation.
12.2.11
To develop the necessary information, procedures, required documentation for tenders, guidelines, forms, model partnership agreements, and other relevant materials for participants in partnership projects; and to regularly upload this information to the centralized partnership information system, ensuring transparency and accessibility to the public.

SOURCES OF FUNDING
- State budget financing
- Concessional loans, aid, donations, and other funding from international organizations
- Fund investment, payments for partnership project preparation, and income from the operations of the Partnership Center
- Government guarantee fees
- Other sources permitted by law
EXPENDITURES
- Project preparation activities, full project analysis, and risk assessments
- Operational costs of the Partnership Center and professional consulting services
- Expenses related to the selection and negotiation of private sector partners
- Activities to promote partnership development, raise awareness both domestically and internationally, and create a transparent and stable environment
- Other operational expenses as specified in the fund’s regulations
