The Second Joint Coordination Committee (JCC) Meeting of the “Project for Capacity Development in Public-Private Partnership Management for Sound Fiscal Management (PPPrism),” implemented under the technical cooperation of JICA, was successfully held on March 27, 2026, in Ulaanbaatar.

Under the JICA-supported project titled “Strengthening Capacity for Managing Contingent Liability Risks through Improved Public Investment Management,” representatives from the Ministry of Finance, the Ministry of Economy and Development, and the Public–Private Partnership (PPP) Center (state-owned enterprise) participated in a study visit and working meetings in Thailand focused on public–private partnership (PPP) infrastructure development.

The project aims to bring the strategic deposits of the Southern region into economic circulation, fully supply electricity from domestic sources to major mines such as Tavan Tolgoi and Oyu Tolgoi, and create a new source of energy.
To serve as the main hub for the socio-economic development of the northern part of the central region of Mongolia.
The Smart Meter (AMI) Implementation Project aims to digitize the measurement and billing processes, improve the quality and transparency of customer service, reduce non-technical losses, and implement data-driven management.
The project aims to increase electricity generation by constructing a 50 MW pumped storage hydropower plant in Bayangol Soum, Orkhon Province.
A comprehensive service complex and freight transport terminal for coal transport operators along the Tavan Tolgoi – Gashuunsukhait route
Preliminary assessments are underway for the project aimed at increasing the capacity of airports by upgrading "Choibalsan" airport in Dornod Province, "Murun" airport in Khuvsgul Province, and "Khovd" airport in Khovd Province to category 4C, and "Gurvan Saikhan" airport in Umnugovi Province to category 4D.
Connecting provincial centers to improve transportation and logistics competitiveness, enhance the capacity for tourism passenger flow and mining freight transport, increase exports, and establish the fundamental conditions for preserving the pristine natural environment.
To connect the northern and central corridors between Europe and Asia, increase transit transport, reduce freight costs in the western region, promote the development of urban centers, support the growth of the agriculture and mining sectors, and boost export volumes.

On March 23, 2026, Mr. S.Davaasuren, State Secretary of the Ministry of Economy and Development, met with Mr. Ichiro Okumura, Team Leader of the Japan International Cooperation Agency (JICA) project titled “Strengthening Public-Private Partnership Management Capacity for Sound Fiscal Management.”

With support from ADB, senior staff at the PPP Center have successfully completed international training and earned the Certified PPP Professional (CP3P) credential — a globally recognized qualification in public–private partnership management.
On July 14, 2025, the Khangai Regional Council held an expanded meeting in Tsetserleg, Arkhangai Province, where it approved the implementation of a renewable energy project under a PPP arrangement.
