PPP Center and ADB Discuss Deepening Cooperation

ULAANBAATAR, Mongolia – Mr. Kh.Altai, Acting Director of the PPP Center State-Owned Enterprise, met with Mr. Siddhartha Shah, Director of the Office of Markets Development and Public-Private Partnership at the Asian Development Bank (ADB), Mr.Ferran Vila Planas, PPP Specialist, and Mr. B.Batzaya on 18 June 2026.

At the outset of the meeting, Mr.Altai highlighted ADB’s continued support for strengthening public-private partnership (PPP) capacity and advancing PPP project development in Mongolia through technical and financial assistance. The parties exchanged views on opportunities to further elevate cooperation and expand collaboration in the PPP sector.

Discussions focused on opportunities to attract private sector financing for PPP projects included in Mongolia’s national development plans, as well as potential cooperation in providing transaction advisory services for PPP project preparation and implementation.

ADB representatives expressed their readiness to continue supporting capacity-building initiatives, knowledge sharing, and training programs related to PPPs. They also noted that ADB primarily supports government-initiated projects with completed feasibility studies and can provide assistance throughout the project lifecycle, from preparation and market engagement activities to implementation.

The parties further discussed opportunities to strengthen cooperation in improving the PPP policy and regulatory framework, enhancing project preparation and financing mechanisms, and promoting the adoption of international good practices.

At the conclusion of the meeting, both sides agreed to continue exploring avenues for deeper cooperation in support of sustainable PPP development in Mongolia.
