The Third Joint Coordinating Committee Meeting of the JICA PPPrism Project Successfully Held

The Third Joint Coordinating Committee (JCC) Meeting of the JICA Technical Cooperation Project for Capacity Development in Public-Private Partnership Management for Sound Fiscal Management (PPPrism) was successfully held on 6 July 2026 at the Ministry of Economy and Development.

The meeting was chaired by H.E. Dr. Sodnomdarjaa Davaasuren, Deputy Minister of Economy and Development, and attended by representatives from the Ministry of Economy and Development (MED), the Ministry of Finance (MOF), the PPP Center, the Japan International Cooperation Agency (JICA), and the PPPrism Project Team.

During the meeting, the PPPrism Project Team presented the development concept, scope, implementation approach, and phased roadmap (schedule) for the proposed PPP information system. Participants discussed and agreed on the development of a PPP Base System to support PPP management in Mongolia.

Participants highlighted the importance of developing a practical and sustainable information system that supports the daily operations of PPP institutions while enhancing transparency, accountability, and coordination throughout the PPP project cycle.

The JCC endorsed a phased development approach based on the principle of "Start Small, Scale Later", agreeing that the PPP Base System will serve as the first phase of the long-term development of a comprehensive PPP Management Information System (PPP-MIS).

The meeting also clarified the respective roles and responsibilities of MED, the PPP Center, and the PPPrism Project in system development and confirmed their commitment to continuing close cooperation throughout the process.

The PPPrism Project is being implemented over four years until January 2029 with the objective of strengthening Mongolia's PPP management capacity, promoting private sector participation, and establishing a sound fiscal environment through the effective management of risks arising from PPP projects.

Under the Project, the following key outputs are being developed in cooperation with counterpart institutions:

  • the PPP Policy and Management Roadmap with MED;
  • the Manual on Fiscal Risk Management of PPP Projects with MOF; and
  • the PPP Center Operational Guidelines with the PPP Center,

alongside a series of capacity development activities for officials from the relevant institutions.
