UMNUGOVI, Mongolia – The Ministry of Economy and Development, the PPP Center State-Owned Enterprise, and Ulaanbaatar Partnership Center LLC jointly organized a Public-Private Partnership (PPP) Capacity-Building Training in Umnugovi Province to strengthen the knowledge and practical capacity of local government officials in developing and implementing PPP projects.

The training brought together officials from the Governor's Offices, Investment, Policy and Planning Departments, Procurement Agencies, and Project Management Offices of Dundgovi, Dornogovi, Govisumber, and Umnugovi provinces.

Participants received practical guidance on Mongolia's PPP legal and regulatory framework, methodologies for preparing PPP project proposals, conducting preliminary assessments and feasibility studies, and assessing fiscal risks associated with PPP projects. The program also included discussions on potential PPP projects that could be implemented at the local level.

A key highlight of the training was the experience of Umnugovi Province, which has established an institutional framework for implementing PPP projects and has already initiated practical implementation.

Following the Government of Mongolia's Resolution No. 210 of 4 December 2024, which approved regulations governing the implementation of PPP projects at the local level, Umnugovi Province incorporated PPP projects into its regional development policy documents and established the Umnugovi Province Project Management Office, a local public entity responsible for coordinating and overseeing project implementation.

The office has initiated preliminary assessments and baseline studies for 33 potential PPP projects and is currently undertaking project prioritization, evaluation, and preparation activities to facilitate their future implementation.

Participants noted that Umnugovi Province's experience provides a practical example of how strong institutional arrangements, thorough project preparation, and systematic project evaluation contribute to the successful implementation of public-private partnership projects at the local level.

The regional capacity-building program forms part of the Government of Mongolia's broader efforts to strengthen local capacity for PPP development and promote sustainable infrastructure and public service delivery through effective collaboration between the public and private sectors.
