PPP Capacity-Building Training Held in Darkhan-Uul Province

DARKHAN-UUL, Mongolia – The Ministry of Economy and Development, the PPP Center State-Owned Enterprise, and Ulaanbaatar Partnership Center LLC successfully conducted a Public-Private Partnership (PPP) Capacity-Building Training for Local Governments in Darkhan-Uul Province on 22 June 2026.

The training, organized with the support of the Asian Development Bank (ADB), brought together officials from the Citizens’ Representative Khurals and Governor’s Offices of Darkhan-Uul, Selenge, Orkhon, Bulgan, and Khuvsgul provinces who are responsible for development policy, investment, and public-private partnership initiatives.

The program provided participants with an overview of PPP concepts, international best practices, and recent developments in Mongolia’s PPP policy and legal framework. It also covered methodologies for preparing PPP project proposals, conducting preliminary assessments and feasibility studies, as well as the key stages of project procurement and contract management.

In addition, participants received practical guidance on assessing the fiscal implications of PPP projects, risk allocation, government payment obligations, and guarantee arrangements. The training incorporated case studies and interactive exercises to strengthen participants’ practical knowledge and project preparation skills.

The regional training program is designed to enhance the knowledge and capacity of local government officials to initiate, prepare, and implement high-quality PPP projects. The next session of the program will be held in Mongolia’s Gobi region.
