First Joint Coordination Committee Meeting of the JICA–Mongolia PPP Capacity Development Project Successfully Held

The first meeting of the Joint Coordination Committee for the technical cooperation project “Project for Capacity Development in Public-Private Partnership Management for Sound Fiscal Management,” jointly implemented by the Japan International Cooperation Agency (JICA), the Ministry of Economy and Development, and the Ministry of Finance, was successfully held on September 18, 2025.

Representatives from the Ministry of Economy and Development; the Ministry of Finance; the Ministry of Roads and Transport; and the Public-Private Partnership Center from the Mongolian side, as well as representatives from JICA headquarters, the JICA Mongolia Office, and project consultants from Japan, participated in the meeting.

The meeting discussed the project baseline study report and detailed the target levels and indicators in the project design matrix. Additionally, the structure and membership of the working group of the JCC were newly approved. The project expert team also presented the training plan to be organized in third countries, as well as development options for the IT system for PPP.

The project will be implemented over four years, until January 2029, with the goal of creating a sound fiscal and budgetary environment by effectively managing the risks associated with public-private partnerships, supporting private sector participation, and strengthening the foundation for the long-term sustainability of the public-private partnership system.

Within the framework of the project, the Ministry of Economy and Development will jointly develop the “Strategic Guidelines for Public-Private Partnerships,” the Ministry of Finance will jointly develop the “Manual for Fiscal Risk Management of Partnership Projects,” and the Public-Private Partnerships Center will jointly develop the “Operational Guidelines and Manuals.” Capacity-building for relevant officials from the counterpart organizations will be organized in phases.
