
The selection process has begun for a private partner to implement the 261.8 km Mörön–Uliastai road project under a public–private partnership (PPP). On 25 December 2025, the project working group presented key project information to representatives of interested companies and the media.
The project is included in the Government of Mongolia’s 2024–2028 Action Program and was approved for PPP implementation by the Cabinet on 27 August 2025. An open competitive tender was announced on 4 December 2025, with Khurgaat Khairkhan LLC and Süldet Khargui LLC expressing interest.
The 25-year PPP agreement includes a 3-year construction period. The project comprises two road sections totaling 261.8 km and requires an initial investment of USD 174.5 million, financed through a blended structure. The private partner will be responsible for construction, operation, maintenance, and major repairs, and will transfer the road to the state free of charge at the end of the contract term.
Once completed, the road will form Mongolia’s third east–west transport corridor, strengthening regional connectivity and enhancing the country’s transit transport capacity between Asia and Europe.
