Ulaanbaatar, Mongolia – July 2025 — Mongolia is making significant strides in strengthening its public–private partnership (PPP) framework, with a series of high-level forums, infrastructure projects, and capacity-building programs implemented across the country in 2025.
The “Public–Private Partnership (PPP) Forum” was held on March 13, 2025, in Ulaanbaatar, co-organized by the Ministry of Economy and Development, the Center for Public–Private Partnership SOE, and the Asian Development Bank (ADB).
The forum focused on enhancing the legal environment for PPPs and presenting projects in line with Mongolia’s national development policy. The Investment Policy and Regulation Department of the Ministry shared updates on the implementation of the PPP Law and introduced new project opportunities.
Representatives from six government agencies — including the Ministries of Road and Transport Development; Energy; Education; Environment and Climate Change; Culture, Sports, Tourism and Youth; and the Capital City authorities — presented projects suitable for PPP models and engaged in in-depth discussions with private sector representatives.
A highlight was the participation of New Ulaanbaatar International Airport LLC, which shared its experience executing a successful PPP project, offering valuable insights to attendees.
