On April 2, 2025, the PPP Center conducted a professional advisory session for the Civil Aviation Authority of Mongolia. As part of the 2024–2028 Government Action Plan and the 2025 National Development Plan, Mongolia is launching a project to upgrade and expand airport infrastructure in Khovd, Khuvsgul, Dornod, and Umnugobi provinces.

The first priority under this initiative is the upgrade of Gurvansaihan Airport in Umnugobi Province to 4D classification, significantly increasing capacity and operational efficiency under a PPP model.
